Mix the flour, baking powder and caster sugar together.
Mix in the butter, vanilla essence and gradually add the milk, sprinkle in the sultanas and lemon zest.
Mix to a tacky consistency, you can just mix by hand in a bowl if you have no mixer.
Sprinkle the work surface with flour. Roll out the dough then give it a ¾ turn a couple of times. Roll to 2-3 cms thick.
Dip the cutter in flour before attempting to cut. Press cutter down, do not twist.
Glaze with beaten egg. Bake 175ºC for about 10 - 12 minutes.
Cool on a cooling rack and cut in half then spread with butter and jam or whipped cream.
